My forum is for a particular hobby and members are always posting links to web sites or shops where they have bought an item or are satisfied/dissatisfied with customer relations and I also maintain an Index of these links. Would this practice be banned under the above rule.

No, thats just the rules for this site alone and doesnt apply to anyone else's site. We have no control, nor do we want control, of the rules and regulations for each individual site 
We dont mind people posting links to their site as long as its either in the showcase forum or if they need help on their board.
The rule was posted to prevent people/spammers coming to the board and posting all over the forum "hi, come see my site" etc.
of course, the rule was posted long before we added the Capcha to the software and I havent had time to update the rules yet.
I apologize for the confusion.
